History of Starting Over Strong (SOS)

Starting Over Strong (SOS) was established in 2022 as a 501(c)(4) organization in response to systemic failures by elected officials at all levels—from federal to city council—to challenge the pervasive influence of law enforcement unions like the Riverside Sheriffs' Association (RSA).

The dominance of "tough on crime" rhetoric and the significant financial impact of the RSA and other police unions have hindered meaningful criminal justice reform. This pervasive influence has often led to policies that neglect the needs of the most vulnerable populations, particularly those impacted by the carceral system.

Foundation and Purpose

Starting Over Strong was created to address these disparities by advocating for systemic changes that support vulnerable populations, especially those impacted by the criminal justice system. The alarming rate of in-custody deaths, misuse of funds, and ongoing investigations into the Sheriff's Department under Sheriff Chad Bianco’s leadership highlighted the urgent need for reform.

Additionally, District Attorney Mike Hestrin has faced criticism for his handling of cases and his close ties with law enforcement unions, further underscoring the need for an independent advocacy group. Political parties have also failed to field candidates free from the influence of law enforcement unions, exacerbating the problem. Inspired by the work of Starting Over, Inc (SOI), which provides direct services such as housing, job placement, retraining programs, and addressing food insecurity, SOS focuses on systemic change. By advocating for policy reforms, raising public awareness, and supporting candidates aligned with its mission, SOS aims to create a supportive environment for these essential services to thrive.

Initial Steps and Advocacy

From its inception, Starting Over Strong has been dedicated to advocating for access to essential services and systemic reforms. Leveraging the practical experience and success of SOI, SOS informs its policy advocacy efforts to address the root causes of challenges faced by re-entering individuals. The organization quickly established itself as a key player in championing policies that provide comprehensive services, conducting public awareness campaigns, educating voters on critical issues, organizing grassroots mobilization efforts, and endorsing and supporting aligned candidates.

Key Milestones

● 2022-2023:

Starting Over Strong focused on securing funding to build a strong foundation for its advocacy work.

● 2024:

With the addition of Nathan P. Kempe as Operations Director, Starting Over Strong began to expand its efforts in advocating for systemic change and policy reform.
